Policy documents matter less than people think and platform defaults matter more. The rule the legal team wrote about acceptable use will be read by nobody. The dropdown that defaults to public will shape the behaviour of every user who ever touches it.
If you want to change behaviour at scale, change the surface. Argue about the default. Move the friction. Add the speed bump. The legal page is downstream.
Policy is what you say. The platform is what people do.
