Scope creep is rarely greed. It is usually anxiety. Nobody adds new requirements to a project that is visibly on track. The extra feature is a hedge against the suspicion that the original feature will not justify the spend.
Treat scope creep as a leading indicator. The stakeholder is telling you, in the only language available, that they do not yet believe.
Address the belief, not the requirement. The scope will calm down once the confidence returns.
